Job description

The Department

IT Financial Management includes Finance budgeting, forecasting, tracking, monitoring and drilling down to over/underspend so that decision can be made effectively.
Financial Assurance requires effective deep drives, reporting, continuous process improvements and management support.

The role oversees and coordinates with other key function areas related to the financial matters, and has a consolidated view of the end-to-end processes required for successful execution, governance and monitoring.

To perform these tasks, effective collaboration and communication with other departmental teams is key to this role.

Key responsibilities include:
• Support the development of an effective and comprehensive budget planning and monitoring
• Key programme Finance tracking and monitoring
In addition, the role will collaborate with Corporate Finance to enhance financial reporting standards and controls for IT programs/projects, establish and maintain best practices in program finance tracking and monitoring, ensure data integrity, in order to support Management decision making.

The Job

Budgeting
• Work with responsible team to provide financial data, reports and analysis to support forecasting and budgeting to align with Division strategic plan.
• Support effective planning and decision-making through the provision of financial data

Financial reporting
• Provide financial reporting assistance to facilitate reporting, project support and provide project insight to leadership team, whilst acting as governance to the Delivery Team to ensure compliance to standard are being met when presenting financial/key data

Key programme support
• Collaborate with Corporate Finance, HR, and Programme/Program Teams to prepare project financial reports and communicate in senior leadership meetings, ensuring compliance with agreed actions.
• Focal point of contact to liaise with and work with Finance to ensure Programme / Project are compliant with the agreed Finance governance standards and action plan to address any gaps, issue or concerns

Analysis and Monitor
• Enable IT Heads of Departments (HoDs) and Project Managers to retrieve up-to-date financial information for their respective portfolios, supporting business analysis and decision-making.
• Monitor and report on key Finance KPIs to Programme/Project Leadership Teams to facilitate effective decision-making for successful programme delivery

Process Improvement
• Proactively identify process improvement opportunities and drive continuous enhancement of processes and procedures.
• Bring effective improvements and changes to enhance overall financial management.

Talent Management/Leadership
• Select, develop and retain top talent to provide high quality financial support to IT Division and ensure compliance

Culture transformation
• Participate and contribute positively to create a diverse and inclusive culture with trust and respect.

Play an active role to support cross team/division/department efforts and model collaborative behaviours.

About You

• Undergraduate qualifications in IT, Computer Science or Finance
• 10+ years’ experience in financial management / managing large scale projects
• Qualifications as a chartered accountant or Certified Practicing Accountant is preferred
• Project Management experience with professional project management certification a plus

• At least 10+ years professional experience in the finance/accounting industry with in-depth knowledge of financial planning & analysis and best practices.
• Technically astute, strategic mindset with strong analytical and decision-making ability.
• Good business and product knowledge of the Club and understanding of the business strategies, priorities, risks and controls of the IT Division
• Excellent communication and report writing skills in English and preferably Cantonese and Putonghua.

• Experience in applying data and visualization tools in financial management reporting

Terms of Employment

The level of appointment will be commensurate with qualifications and experience.
