Job description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

To lead the development and implementation of digital customer engagement / e-commerce strategy and architecture for inhouse and external applications, solutions and infrastructure, including backend corporate level applications like ERP and interfaces between systems and applications.

Identify and prioritize the key capabilities the platform needs, act as a technical product owner in aligning the function specifications, leading to define the technical specifications, create solution approaches and work with the development and infrastructure teams in building the roadmap for executing the strategy and solutions.

Responsibilities:

Development and Implementation

  • Serve as the technical product owner, overseeing business analysts in gathering and validating business and functional requirements.

  • Own the end-to-end application architecture, including digital platforms and backend corporate systems.

  • Define and maintain the IT application development strategy and roadmap.

  • Collaborate with digital business owners to translate engagement strategies into technical deliverables and platform capabilities.

  • Lead resolution of application-related operational issues, ensuring root causes are addressed to prevent recurrence.

  • Propose solution options—from quick fixes to full platform revamps—to support timely and effective business decisions.

  • Foster strong relationships with stakeholders, acting as a trusted advisor and solution-oriented partner.

  • Develop and maintain application security strategies and conduct gap analyses across infrastructure and architecture.

  • Identify opportunities to enhance performance, scalability, reliability, and reusability of existing platforms.

  • Guide development teams (internal and external) in building robust digital and e-commerce infrastructures.

  • Provide technical recommendations during project implementation and ensure alignment with architectural standards.

  • Create and maintain application architecture specifications to support platform needs.

Technical Competency and Innovation

  • Stay current with industry best practices in application development, infrastructure, web services, mobile technologies, and QA.

  • Lead research and adoption of emerging technologies in digital customer engagement, e-commerce, and social commerce.

  • Champion Agile methodologies and CI/CD practices, while also leveraging traditional waterfall approaches where appropriate.

Financial Controls

  • Manage annual budgets and project expenditures within the application domain.

  • Review business cases to ensure comprehensive cost and service coverage for deployment and support.

  • Oversee vendor performance, ensuring KPIs are met and investments are optimized.

  • Identify and implement cost-saving opportunities.

  • Authorize technology purchases and capital expenditures in accordance with company policies.

Talent Leadership and Development

  • Provide leadership, coaching, and development support to the application team to drive performance and engagement.

  • Participate in the PDP process, leveraging talent tools to identify strengths and development opportunities.

  • Collaborate with HR to build a strong departmental talent pipeline and support career growth through learning and development.

  • Build meaningful connections with team members to foster motivation, retention, and engagement.

  • Address performance issues constructively and in consultation with HR.

  • Perform any other duties from time to time as reasonably assigned by the Authority.

You should:

  • possess a Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related field;

  • have at least 15 years of experience, with at least 5 years in a leadership role managing ERP, e-commerce, and data analytics platforms;

  • have experience in retail industry IT is preferred but not mandatory;

  • have proven leadership of IT teams (10–20 members), with a strong focus on team building and people development;

  • have excellent collaboration and communication skills, with a strong problem-solving mindset;

  • be skilled in root cause analysis and solution option evaluation;

  • have strong project management capabilities; PMP certification preferred.

    Experience with Agile and other methodologies is a plus;

  • be proficient in vendor management and stakeholder engagement;

  • be highly skilled in prioritization and decision-making;

  • have advanced technical knowledge includes but not limited to the technical skills listed below:

  • i)     Programming languages: Java, .Net, Python, Shell scripting

    ii)    Operating system: Windows, Linux
    iii)   ERP Platform: Oracle E-Business Suite, SAP, Microsoft Dynamics
    iv)   CRM Platform: Microsoft Dynamics, Salesforce
    v)    Customer-facing Solutions: POS, Ticketing, Venue Management systems, etc.


    vi)   E-commerce Platform: Adobe E-commerce (Magento), Shopify, Big Commerce, Commerce Tools, Tencent ecosystem

  • be proficient in written and spoken English and Chinese; and

  • have excellent communication and collaboration skills to effectively work with technical and non-technical stakeholders.
