The Hong Kong Institute of Educational Research invites committed frontline practitioners with expertise and management experience in various academic disciplines (Chinese Language, English Language, Science) and student support areas (discipline and guidance, career and life planning, class ethos, Values Education, etc.) to join the Quality School Improvement Project (QSIP) in the 2025/26 school year as School Development Officer(s) (SDO).
QSIP is an organisation established by the Hong Kong Institute of Educational Research in 1998, with the mission of actualising the philosophy of comprehensive school improvement in the capacity of external change agents.
Through the provision of professional school-based support, QSIP endeavours to strengthen teachers’ professional capacity, facilitate school improvement, and enhance the quality of education.
Over the years, QSIP has evolved from a project-based programme to an organisation conducting multiple projects funded by diverse sources, while also offering self-financing professional school improvement programmes to schools.

The appointee(s) will (a) provide school-based support to partner schools on a regular basis to strengthen the professional capacity of school leaders, middle-level leaders, and frontline teachers; (b) support schools in internalising a systematic E-PIE cycle for school self-evaluation; (c) facilitate professional development through collaborative practices, lesson study, consultations, and action learning; and (d) conceptualise and disseminate good practices in school improvement, including school management, learning and teaching, and student support, through articles, exemplars, publications, toolkits, and reports.
Applicants should possess (i) a Bachelor’s degree; (ii) at least ten years of relevant experience in secondary education, preferably with school management, leadership, and curriculum development responsibilities; (iii) substantial experience in leading a subject department or functional group; and (iv) strong pedagogical content knowledge and effective teaching strategies in academic subject(s) to cater for learner diversity.
Preference will be given to candidates with: (1) a higher degree in a relevant subject discipline or in education; (2) a professional background equivalent to Principal Graduate Master (PGM) / Senior Graduate Master (SGM) in secondary schools, or above; (3) a proven record of facilitating school improvement at both school-level and department-level; and (4) substantial professional experience in educational organisations, in addition to experience in secondary schools.
Those with less experience (at least six years of relevant experience) after obtaining the Bachelor's degree will be considered for the appointment as SDO II.
Appointment will initially be made on a full-time/fractional-time/part-time contract basis for six to eighteen months, renewable subject to mutual agreement.
